Lithgow City Council is proud to announce the release of the Planning for Labour Market Change and Energy Transition in Lithgow report, a comprehensive strategy to support the region’s transition from coal-based industries to a diversified, future-ready economy. 

Commissioned in response to the anticipated closure of Lithgow’s coal mines and coal-fired power station in the next decade, the report outlines the challenges and opportunities facing the region’s workforce and economy. It builds on the Lithgow Emerging Economy Transition Plan (LEEP) and includes detailed audits, adaptive capacity planning, long-term workforce and education strategies, and a rapid response plan for unanticipated closures. 

The report identifies key areas for action, including: 

  • Strengthening education and training pathways, 
  • Supporting workforce transition and reskilling, 
  • Enhancing regional infrastructure and connectivity, 
  • Promoting inclusive governance and community leadership, and 
  • Building a resilient, diversified economy 

In launching the report, Lithgow Mayor Cr Cassandra Coleman acknowledged that Lithgow is facing a significant structural shift.   

“As Lithgow focuses its efforts on responding to the energy transition, we’re anticipating major changes to our local economy and workforce,” Mayor Coleman said. “This milestone report provides the evidence base we need to understand what’s coming, and more importantly, how we can respond – strategically, collaboratively, and with confidence. 

“Let’s use this moment to reaffirm our shared commitment: to support workers, attract new industries, and build a workforce that’s ready for what comes next.” 

 

The Planning for Labour Market Change and Energy Transition in Lithgow report was funded by a Commonwealth grant from the Department of Employment and Workplace Relations.
